What the FCC drone proposal means for your fleet, and what doesn’t change

    The short version: the FCC has proposed new restrictions on importing and selling specific types of commercial drones, not on flying them. If your fleet includes thermal or LiDAR platforms, or a DJI Dock, this proposal would limit your ability to buy new units and replacement parts if it becomes a final rule. Your existing aircraft stay authorized. Your work continues.

    This is still a proposal. Nothing is final. And your Propeller workflow doesn’t change either way.

    What actually happened

    On July 21, 2026, the FCC opened PS Docket No. 26-189, a public comment period on a proposal to restrict the import and marketing of foreign-produced drones and components the agency classifies as “military-grade.”

    This follows a December 2025 action that blocked new drone models from entering the US market. That earlier move was forward-looking: it kept new models out, but hardware already being sold could keep selling. The new proposal would go further. If adopted, it would apply to unsold equipment that is not currently in use. Again, your existing fleet would be safe.

    Nothing is final. The FCC is actively asking for input from commercial operators, and the comment period closes September 2, 2026. The survey, mapping, and earthwork industry is underrepresented in the record right now. That matters.

    What’s not in scope (the more important list)

    The bottom lineYour existing fleet stays authorized. Nothing you already own stops flying, and nothing you rely on in Propeller changes. This affects future purchases of specific hardware, not your ability to keep working.

    The proposal covers what can be imported and sold. It does not restrict operation. Your existing fleet stays authorized.

    • Your current aircraft. Gear you already own keeps flying. Continued use is expressly outside the proposal.
    • RGB platforms without thermal or LiDAR. A standard mapping airframe is not in scope.
    • Cleared and domestic alternatives. Hardware on the DCMA Blue UAS Cleared List or qualifying as a domestic end product is outside the scope.
    • Propeller’s platform. Propeller, AeroPoints, and DirtMate are not drone hardware. None of that changes.

    What’s in scope

    The proposal defines “military-grade” across seven categories. The three that affect most commercial survey, mapping, and earthwork programs are:

    • Drones that carry or integrate thermal imaging or LiDAR sensors
    • Drones above 55 lbs at takeoff (outside the FAA’s Part 107 small UAS definition)
    • Drone docking stations, systems that let an aircraft land, recharge, swap batteries, and transfer data

    In practical terms: platforms like the DJI M400 configured with thermal or LiDAR payloads, and the DJI Dock 1, 2, and 3, fall within scope for new purchases if the rule passes.

    Notable exception: the Matrice 4 Enterprise is expected to fall outside this docket’s scope.

    Standard RGB mapping airframes without thermal or LiDAR payloads are not in scope.

    One more thing: a separate action with sooner timing

    On August 13, 2026, a Presidential Proclamation imposed new Section 232 tariffs on imported drones and components. This is a separate action from the FCC proposal, but the timing overlaps:

    If hardware purchases are in your near-term plan, please talk to your Propeller rep for the most current information on specific platforms and what alternatives are available.

    If this affects your program, the FCC needs to hear from you

    The FCC’s own estimate assumes most drone operators are recreational users. The commercial survey, mapping, and earthwork industry is not well-represented in the record right now, and the agency is explicitly asking for data on economic impact, fleet composition, and the real availability of domestic alternatives.

    If your program depends on thermal or LiDAR platforms, and replacing them with domestic alternatives would cost real money, time, and capability, that is exactly what the FCC is asking for. Specific numbers carry weight. Vague comments don’t.

    How to file:

    Go to fcc.gov/ecfs, use the express comment form, and enter proceeding number 26-189. Everything filed is public, so leave out any confidential business details.

    Deadline: September 2, 2026.

    What doesn’t change for your Propeller workflow

    Whatever happens with drone hardware rules, your site data record keeps working.

The workflows you’ve built around capturing and proving site data, including progress tracking, volume verification, pay app backup, and owner reporting, continue regardless of which aircraft does the capturing.
